Guns with outlaw + explosive payload
Outlaw doesn't get near as much usefulness as it should on weapons with both. If you get a headshot with it and the initial headshot damage doesn't kill it but the explosion part does it doesn't activate outlaw.
I believe it should so that outlaw actually gets used.
