Does Transcendant Blessing apply to the Last Wish Raid?
Title. I would think it does since it technically resides in the Dreaming City, yeah? Moreover, would it even be a benefit to use that mod over others like Major or Boss Spec?

Yes it does affect you while in the raid. The real question is if it does anything in Gambit or Crucible on the Dreaming City maps.
