Bungie should have clarified otherwise by saying Tier1, Tier 2 or Tier 3 powerful gear with respective drops accordingly. In either case, gear should ALWAYS drop to raise your level even it's plus one. I'm done with D2 until it's fixed. I'm done doing dailies that power me up while long ass weeklies give me lower level edge transits.

Everything else is mostly pointless unless you get a large unbalance of LL in you equipment. If you were to swap weapons to lower level guardians then the weapons would bring your average LL way up above your armor LL so then you want to do all the +1 LL rewards as your average LL can be 4 to 5 LL above your armor because of the high level your weapons that were transferred. So a +1 would be +5 or +6 to your current armor but weapons that drop will also be 5 to 6 lower than you weapons you transferred. Pre forsaken I struggled to get to 360ish once I started a second guardian it made things go much faster and I hit 380 in no time. You basically are starting your second guardian with +10ish weapons every week and if rng blesses you and you get armor for most your powerful drops you will jump up over your first guardian. Next week start with the highest and repeat. If you have three you do the same paying attention to the unbalance between weapons and armor. Do the +1 if there is a large unbalance and do the +5s if most your equipment is right around your LL.

Some powerful gear drops only drop +1 PL after a certain level

Prime Engrams give a huge boost to light level, but they also cause an imbalance due to how much they boost you up as opposed to getting Powerful gear.

They should always drop 1 power level above your current one (your guardian overall level) depending on the source and your own power level. What did you get that dropped below your guardians level?

There's guides to how you should level on youtube. Lower LL stuff happens but i guarantee you're doing something wrong if this is a real problem for you
