Some of these exotics are so good that not everyone deserves to have them at once. Sounds bad, but some are meta breaking. Drip feeding the new exotics into the pool means not everyone is running the same "OP" build into every game mode. Forces you to try out other builds until you get that armor piece you've been waiting for. Find ways to counter those who do.
Xur is also selling exotics with different perks on them that you can't get from your collections. Only dreaming city, raid, and exotic armor pieces have the chance to have the "enhanced" tier of perks on them. The enhanced handcannon reloader has a significant impact on reload speed.

Changed the Riven’s Curse mod in all of my masterworked Reverie armor to either Transendence Blessing or Resilience Mod as Reverie armor is tough to mod to high resilience. Absolutely love the “enhanced” armor bonuses for Reverie armor. Not sure if “enhanced” comes on any other sets, as I’ve only seen it on the dreaming city armor set.

If you get the perk that helps you gain super energy when using your class ability on hunter, save that. I've cooled down my dodge with 3 mods and it gives a nice small but noticeable bump to your super on each dodge. feels like half of what you'd get on a kill in pvp.

i can confirm its on the raid armor and in exotic armor. I've had an "enhanced" one thing or another on all 3 types of armor.
