I've been playing the game for 20 weeks by now,and I got to lvl 2 and I know that I have to buy the DLCs in order to level up and get more exotics. Isn't this pay to win?

A new Exotic drop rate was implemented for -everyone- not just those that didn't buy Forsaken. As far as it being 20 weeks and you're just now getting to level 20, that just means you've not been playing the game much. It's easy to level playing normally. As far as needing to buy the DLCs to progress further, that's also not 'pay to win'. Paying to win is being able to augment your character directly using money for content you're already a part of. Things like Iron Banner and the like are live events, meaning updated content, so if you decide you don't wish to have full access to that content, then you will be left behind. You are no longer part of 'current' content, meaning people who choose to pay for the DLCs that include all that content are, in fact, just keeping pace; they're not improving themselves by buying the DLC, they're gaining access to now-current content. You, if you choose not to have the DLC, are simply choosing to not have access to the full allotment of features that are available to you. If you want all the benefits of owning DLC, then you need to buy the DLC. Destiny 2 and its DLC release program is not Pay to Win, it's Pay to Play Current Content. The max level bump and power level equipment granted by the DLCs are DLC content and current content, and all Live Events are current content. It's a moving bar.

In a sense no, as only current activity that where power matters is iron banner. Of course some pve content is locked behind dlc.
