Sniping moving targets takes a lot of skill, hence why not many ppl do it. Secondly, the skill in having heavy and supers in gambit/PvP isn't the ability to kill with them. The skill revolves around when to use them and to what extent. Much like chess. You are asking for PvP to be a game full of pawns, and pawns alone.....boring! It's when to use knights and rooks and how to use them that makes for a skill gap.
