Extreme PC Positioning Lag / Rubberbanding Issue

I purchased D2 Forsaken for both PS4 and PC the day before launch and, thankfully, have had so much to do with my returning clan members on PS4 that until the past few days haven't had time to launch up PC and get the grind going anew. When I finally did I ran into a huge issue. Rubberbanding. And a whole lot of it. AI enemies and Guardians alike, the game has become nearly unplayable simply because any PvP activity I play or any high LL PvE activity I play I all of a sudden have an enemy in front of me that I simply can't react to fast enough before dying. To be clear I have not run into any issues with FPS drops or degradation, this is a positioning update issue. Connection (According to Speedtest by Ookla) Ping: 13ms Download: ~30Mbps Upload: ~5Mbps Computer: CPU: Intel Core i5-7600k @ 3.8GHz (non-overclocked) RAM: 16 GB GPU: GeForce GTX 1060 6GB GeForce Game Ready Driver: 411.63 (Fully Updated) Wi-Fi: TP-Link AC1750 Dual Band PCIe Wireless Adapter (Archer T8E) Any insight into resolving this from Bungie or from anyone experiencing similar issues would be greatly appreciated.       Wanted to chime in and say I've been having the exact same issue for the last two weeks. I've encountered rubberbanding or "teleporting" AI in every activity, both enemies and guardians. I've tried forwarding the correct ports, resetting my router, updating router firmware, enabling QoS, switching between wireless and ethernet. My NAT is Open. Nothing fixes the rubberbanding. This is coupled with the unfortunate FPS issues that have been ruining the game for a bunch of us.
