Just disable the Sleeper for Gambit. Or you know don't drop heavy ammo from enemies in the Gambit. Also the ammo replenish should just give 1 Sleeper Ammo in Gambit.
That is how you fix the Sleeper issue. It's not that hard.
What you want to do doesn't affect PC players in the slightest.

Same thing I've been saying...make it have horrendous ammo econ in Gambit only.

They could also do. 50% less bodyshot dmg. 50% more headshot dmg.

as long as thats for pvp only, the boss dps would be absurd in pve
