This is done so people can't just get a load of them at once. I think it's a great way of making them hard to get but also not so expensive.
Just buy one a day. They'll add up if you do that, and you'll only have to spend 10 shards for each one.

So you can infuse 2 weapons a week and keep using terrible weapons and armor just so you can do damage in higher level activities. No thanks.

I'm sorry you have to let go of your precious year 1 weapons, but it's part of what happens when a game goes on for so long. Some loot needs to become irrelevant in order for new loot to be any good. Just try out new weapons. Some of them are actually amazing, and almost all of them are better than year 1 stuff.

He's talking about infusing. I'm assuming he's referring to year 1 stuff, because year 2 stuff is fairly easy to infuse as long as you find a duplicate. It just costs glimmer if you do that.
