Audience with the queen bounty not dropping powerful gear
Just turned in the Audience with the Queen bounty from getting the oracle offering and got a 519 helmet. My character is 540. The drop was even lower than the blues that I usually get, which are dropping above 520.

The Audience with the Queen bounty doesn't reward a powerful item. It's only a legendary item.
