What IS, or better yet, what WAS the “Bureaucratic Walk”?

Here is the "bureaucratic walk" and the original source from which bungie got the idea for the emote. https://m.youtube.com/watch?v=wippooDL6WE# When it was first put into D2, players were able to glitch into walls by using it while standing near a wall and activating the emote.

Yeah I always thought the fishing and popcorn emotes were to powerful of one hit kill weapons!
