Not strictly true, is it? Because essentially you're forced to play with a shit weapon you don't want because the cost of infusing something you like/has a good roll is insane. I see both points, but 'patient and selective' is a bit dismissive when useful rolls are essentially ignored if you want to increase your level just to be able to enjoy the new expansion without getting -blam!-ing one-shotted.
