Stuttering on normal fps values

Many before me already mentioned this issue , I just want to make sure Bungie puts this issue on a high priority. To begin with I have a pretty decent pc .16 gigs of ram gtx 1070 (8gb oc edition) i7-4770K cpu and 144hz monitor. So there should not be a problem runing destiny 2 smooth. The fun part is that It ran without a problem before forsaken. Now i get the same frame rates than before but when I turn the camera I see hitching and stuttering. This problem is most obvious in free-roam zones and gets worse the more I play. Public events seem to speed the issue up the most. Sometimes I can clear the issue for half hour by going into orbit and returning to the planet. Sometimes its not enough and have to restart the entire game. The ingame fps tracker numbers does not represent this problem as they seem to be normal just like before forsaken. I tried several fixes -Fresh windows -BIOS update -Reinstalled destiny 6 times both on ssd and hdd -tried all gpu drivers form the one when destiny 2 first came out till the actual up to date one. -re slotted my rams -tried windows 10 versions (is up to date atm.) -scan and repair function -cvars file deleted -60hz to 144hz options -all versions of graphical settings ingame All other games run smooth like butter only destiny 2 has this issue since the forsaken update. I think after the things I tried I am safe to say that the problem is not on my end.
