By retroactive I believe they meant from either the begining of Forsaken, or as soon as you get the broadsword quest. I reached Heroic valor before I got to the second quest step of the broadsword and it instantly competed that part when I finished my pulse rifle final blows. I'd be surprised if they counted previous seasons.
