Patrols unavilable for newer characters
I have Foresaken, but my friend does not yet have it. Because of this we decided to roll new characters last week and level them up until he picks up the expansion.
We have finished the main campaign and now Cayde is gone from the Tower and there is seemingly no way to pick up any quest to get the ability to go on Patrols.
I have checked the Bungie Forums, Googled the issue, and scoured DTG on Reddit and found only two threads. Both of those threads consists of others saying they have the same problem with no one suggesting a solution.
Please speak up if you have any details on how to get the Patrols quest or ability to go on patrols without progressing into Foresaken content at this point. I cannot even confirm that progressing into Foresaken content would help new characters get the Patrols quest or similar.
It feels to me that Bungie overlooked this issue when they moved Cayde and that they should have had someone take his place to hand out the Patrols quest or come up with another options so that this content piece is not stripped from newly created and leveled up characters.

To obtain Patrols, new players must achieve the highest level possible with the expansions they have, and then level up (i.e. If players own expansions up to Warmind, they must reach Level 30 then level up). For Forsaken owners, players must play the first couple of missions for patrols to unlock.

Disco I recently ran into the same problem. Here is what I learned. In order to unlock patrols you needed to complete the Patrols quest. Originally players obtained the Patrols Quest at the Farm from Cayde early on during one of the Red Wars quest line (when you talk to Zavala, Ikora, and Cayde). Then at some point it was changed. You had to reach max level then level up one more time to unlock patrols. I think this is still true for people who have only the base game. Then since launch of Forsaken it got changed again for those who purchased Forsaken. Now the Patrols will unlock after completing the first couple of quests in Forsaken. I cant confirm any of this for certain since Im not max level and havent started Forsaken yet. But from what Ive read it seems its true.
