My (and at least three other clan mates) powerful gear from new challenges are dropping at only one point higher than my current light level. I say "new" challenges because I just recently started a Titan on the new DLC and starting yesterday afternoon, while finally going through my daily and weekly challenges all the power gear dropped only one level above my current overall light. Is there a known glitch. Like I said, several clan mates were experiencing the same issue.
