The best fix for this is to lower the raid's recommended light level by 20 for the first week. Make world's first more about who can figure out the puzzle the quickest, not die the most, and complete the challenge - not about who has the most time in the 1.5 weeks beforehand to grind for light level to make it significantly easier. Edit: Prestige raid should be the only one that has a really high light level requirement, and rewards to match.
