Powerful Engrams Not Working
I've done several quests/bounties (flashpoint, heroic story, legendary tier quests, etc) that reward "Powerful Engrams" and all of them dropped gear lower than my average Light (503), and lower than the highest Light weapon/armor in the slot the gear was for.
In other words, all of my gear is between 500-507, and like 4 "powerful engrams" in a row dropped exactly 500LL gear.
Is this a bug, or are Legendary Engrams just considered Powerful Engrams now?
