If you take the pot that smells of mint north of Rheasilva, Into harbingers palace.
Find a tree surrounded by candles.
Jump on top of it.
Give the present to the cat.

The Mint is a drop in the Dreaming City from doing Patrols and other activities. There are little cat statues all around it (this is a patrol zone). You can hear them because they twinkle and sound like planetary resources. If you have the Mint, you can give it to each cat, and get a piece of armor/weapons that are exclusive to the Dreaming City.
