Why did Bungie change Terminal Velocity for initial Fist of Havoc?

"With Terminal Velocity enabled, the opening Fists of Havoc slam no longer leaves a lingering damage area." Was this done to prevent Strikers from destroying Sentinels camped out in their bubble?

    Because it was the only way to kill arcstrider. Striker is extremely slow to activate the slam. In a 1vs1 the only way to win was this method. The first slam removed his shield, but while you are slamming the first time , arcstrider is able to hit you 2 times and kill you, but the damage area kill him. For real
