There's no official word on it. I don't think they are. I deliberately ranked up to better my chances but it didn't seem to help.

Ah ok. I haven't had a strike catalyst drop for me and so I was wondering as well

Don't go out of your way to get them. You'll go mad. Just do your milestones and maybe a couple of extra's if you run out of things to do. It seems people have more luck with Nightfalls too.
