Already reached max valor and reset (help)

Got resplendent solstice gear and the challenge to masterwork the legs is to reach max valor (legend) which i have already done, i also reset my valor. What do i have to do to complete this step?

I also had this scenario but all I had to do was play a game which I lost and it unlocked masterwork for the boots
