A silent protagonist can work, and be done very well. They act as a blank slate for the audience/player to project upon.
That said... Destiny 2 did it terribly. It works when the character is a "man/person of action". They speak with their/your actions as opposed to words. Problem with Destiny 2 is they kept putting the character into situations where you -expect- them to talk, where they should as they are, for instance, asked direct questions and... then they don't. It becomes awkward. It could work IF Bungie didn't put the character in those situations, yet they did it for pretty much every single cutscene.
It was incredibly poor writing.

Oh, I agree. It can be done and it can be done well. So far Bungie's Narrative team has yet to prove they have the talent or capability to do it properly.
