When you "first" meet Dr. Halsey, the conversation is tense and curt. She threatened to put Kat in the brig for not knowing that the data chip was ONI property. What the hell? They've been busting their asses killing hordes of Covies, and repelling the invasion of Reach, JUST to have Halsey give them a stern rebuke!?
I immediately thought it was probably because they, unlike Jorge, are not "her" SPARTANS. They are Ackerson's. And when Carter tells her not to be fresh, because she's treading some deep waters "interfering with a SPARTAN deployment", she acts like someone just insulted her mother! And then, to top it all, at the end of the game she basically kidnaps them! Where does she come off acting like she owns the place?

Halsey threatened Kat because she knew Kat tampered with the data. If you were delivering an important package to the mastermind of the MJOLNIR armor and SPARTAN program, would you look through it? That would be like reading a private letter from the General of the Army that's being sent to the President.

It was necessary because of what she knew what she would have to put them through. She could not afford to see them as children because they were test subjects. She was afraid that if she allowed herself to become to close to them, she would not be able to do to them what was needed, in order to save the human race. If you read [i]The Ghosts of Onyx[/i], you will see that her feelings had changed to the Spartans.

Halsey was against the creation of Spartan III's if I'm not mistaken.

Dr. Halsey only created the SPARTAN II program. Not the SPARTAN III program. So I believe that there is a little competitive edge to the conversation there. And she does own the place. It's her laboratory that she used/(uses?) to create the SPARTANS.

Halsey is not one for emotion much because she is a powerful scientist, both smart and have some sort of military influence. Once you reach a degree of intelligence emotions and showing them become much more of a hassle. So it may sound rude, perhaps to her she is just being frank. She has a set few that she shows emotion to. As those few get smaller in number so does the willingness to even show them any emotion. More intelligent = more emotionless (you see feelings as a bad quality that gets in the way of duty). But more emotional =/= less intelligent.

It's been hinted Kat did know what was on the chip, and has hacked into/obtained restricted files several times before this. And she's curt towards them because she views them as cheap knockoff supersoldiers that never should have existed in the first place. At the end she kidnaps them because she knows Reach is doomed no matter what they do, but the Forerunner ruins Cortana has found might give them the crazy shot in hell they need to turn the war around. She was right.

Read the Journal. She is unbelieveably pissed that somebody copied her program without her permission and rushed several aspects of it that she views as crucial, such as the indoctrination. Though, I loved the way that Jun looks super insulted in that first cutscene with Halsey. Best part is that the insult wasn't even directed at him, it was directed at Carter. Because the II's almost died getting augmented. The III's are like. "HURP A DERP WERE PARTAN3 WE KICK A$$ LIKE TEH SPATEN 2S" They just trained and that's it, She was nice to jorge because he was II. [Edited on 09.18.2010 10:42 PM PDT]

Kat actually accessed the data on the chip, as she is seen doing all through the campaign, constantly getting in where she shouldn't. Halsey is like a mother to all of the Spartan 2's, and the Spartan 3's aren't her project. She doesn't like them telling her what to do and so forth. She's kind of mean. Read the books.
