This actually sounds super cool.... I don't see how you could justify enemies being inside the tower lore wise, but other than that, awesome idea!

Cabal stragglers holding out from the fight with the Red Legion. Fallen or Hive that used the attack to gain a foothold or hide in the junk. Reconstruction crews encounter the nest and the construction needs to be halted until the guardians clear it out. Narrative is already there... they (Bungie) just needed to be creative.
