PVP players by asking for each class to have similar max potential/output to other classes. There were perk combinations in D1 that are simply not possible in D2 with the way the skill trees are designed now. Effectively it's more "balanced" in that regard. Note, I didn't say I personally like the decisions or that they were the "best" solutions. Merely that the player feedback drove the decision making.
