Useless, no.
But very few guns are 'useless'.
Is it warrented to taking up my one exotic slot?
Right now... no. Better Devils, honestly, still looks better than the Cabal Rifle explosion mode. Any hard hitting scout will make a better scout than the Cabal Rifle 'scout mode', plus its lack of scope hinders it into almost auto range without the benefit of an auto rifle amount of reserve ammo.
Is it a fun looking waepon? Yes.
But right now I would never touch it in any mode where I'm not allowed to switch out weapons. It has low level utility but that quickly dies when it goes up to higher level adds or ranges better suited for better weapons.
It's a master of none, which while is fine, is still a master of none and as such will not take the slot of a master of one.

If this was D1 though... and you only had one primary... then maybe this would be more useful due to the variety of things it can do.
It's just the fact I can get the same results with two primary guns than using this one gun in a slot with none of the faults and twice the ammo.

It's just the way the game works and it's not hard to see. Besides, like in my other responses, most scouts will beat this rifle easily. If you fire faster you'll do more DPS, likewise, if you hit harder at the same rate and reload faster you'll do more DPS. It's easier than you think. That's hardly maximized. Just common sense. Second, no. But you're ignoring that the value of any gun, ultimately, goes into [u]high level[/u] activities. [u]Any[/u] weapon is good in the story and patrol. In fact, I admitted that they're fun, but being fun cannot be in the way of them being useful. Good guns are both, not one or the other. Surely even you can't deny that.
