I don't think they were trying to be precision accurate when firing from the hip. As they said, the explosive shots from hip fire are tracking, and while not every shot hit because it isn't like Truth rocket aggressive tracking, it does show most shots hitting as intended even when not aiming dead on and shot at moving targets. Also you want them to boost a scout rifle's reserves to 420 from what... around 200? That practically makes it an Autorifle. And I'd have to say the recoil is fairly decent compared to other Scouts and easy to control with just a little bit of time getting used to it. Could it be better? Sure, in an ideal world every weapon in the game would have no recoil at all because that would just make aiming and shooting take less skill. But it's also a big Cabal gun that should have some kick to it based on it's size and power.
ADS should highlight targets
Why? It sounds like you're just piling on more stats and perks to saturate the gun with stuff when it's already going to be more unique as an exotic as they've shown and has decent stats/perks to begin with.
make shielded enemies killed release an elemental pulse
It already releases an elemental pulse from destroying shields like every other energy weapon does. The shields just have to be Solar. If the explosive bullets are also Solar than the effect should be the same, but as you can see from the preview, none of the enemies they were fighting had shields to see that happen.

That practically makes it an Autorifle.
It's one of the lower hitting scouts, ammo to ammo wise, in the game AND it does fire like an auto... so I would find it to be warrented. At 200 you can only reliabley use the prec-shot. Any auto fire just burns ammo due to low damage and high fire rate (which also means higher probability to miss). Sure, in an ideal world every weapon in the game would have no recoil at all because that would just make aiming and shooting take less skill. But it's also a big Cabal gun that should have some kick to it based on it's size and power.
This is only a problem because, like before, it just does less damage than 'normal' hard hitting scouts. A MIDA type scout will fire faster and output slow damage, or nearly all slower scouts will hit almost the same speed but still do more damage, plus reload faster and have better perks in general. IMO, the only recoil should be with explosive mode, and stability should be with prec-mode. The low damage of both almost demand it have better handling than other weapons because of the fact it simply cannot compete with other weapons. Also, not to mention, that the Cabal Rifle has no scope which is a major hit to the weapon. You can't give this rifle an exclusively scout rifle perspective if it doesn't even have the ability to range like a scout rifle. Lots about this gun, actually, encourages closer range combat. This, of course, is more akin to an auto. -- Too much of this weapon is a niche and not a asset. Better Devils would outclass the explosive rounds due to stagger and the fact the hand cannon round does great damage regardless, whereas the Cabal Rifle is almost reliant on the explosions entirely. If the Cabal Rifle could stagger enemies easily with the explosives, and deal great damage with the prec-shot, then it would be fine. However, judging from the video against non-yellow adds in a low level story misson... it will absolutely not replace a single other weapon. Basiclaly, if you want the Cabal Rifle but with none of the faults... just use Better Devils and a Hard Hitting energy scout. It's the practicly the same thing, but better.
