Well yeah, since all scout rifles got a 15% damage increase in PvE. Now this may not sound like a lot but Skyburner's Oath is a 200RPM scout rifle with full auto that does increased damage when aiming down sights and thus more precision damage which will now proc dragonfly on a precision kill. Not only that but it does even more damage against Cabal, penetrates Phalanx shields and these perks plus the 15% damage increase also applies to the explosive rounds you get when firing from the hip.
It now has a lot of utility in PvE both at range and up close as you can use hip fire to deal with enemies who are pushing your position.

It is a dual utility weapon since thanks to its exotic perk it is a High Impact frame scout rifle when ADS and a Lightweight Frame scout rifle when firing from the hip. The addition of Dragonfly when you ADS and Explosive Rounds when you fire from the hip makes its current perks of full auto, increased damage against Cabal and the ability to penetrate Phalanx shields even more potent.
