Destiny 1 Grimoire Card, so you wouldn't know without digging through some third party sources anymore. Glimmer is a type of special programmable quasi-matter. You can literally program it to be any material in any shape you desire.

Because the state had threatened to leave the union before this point, they were receiving no aid from an unsympathetic US federal government. This soylent green was called "Sparkle" as not to offend anyone. Years later, some researchers came across the ruins of the failed state and became inspired by the Sparkle. They decided to use a technology based compound that could reassemble itself into downloaded structures rather than food made from garbage and people who weren't politically correct. This material was named "Glimmer" as reference to the mistakes of the past which must never be repeated.

Glimmer is programmable matter. In the future you can fabricate anything and that’s its fuel/currency. Engrams are broken information/matter/colorful glimmer chunks that must be reassembled to achieve its true form.

It's a form of programmable matter, it can be used to make armor and weapon repairs and upgrades. It's used as currency in the City, it is a wad of cash that can fix your car.
