No. All the exotics are already "Exotic" Vigilance Wing needs nerfed period. A exotic weapon is a weapon that does something crazy that no other gun can do not be a point and win weapon. These "exotic" buffs aren't gonna make them "Exotic" its gonna make them OP which apparently is the definition of "exotic" to a majority of the player base.
Exotics are fine nerf Vigilance Wing.

You realize that Vigilance Wing's kill time is what players wanted right? It's not OP for those who've experienced the kill times of Destiny 1... the exotics of Destiny 1 none the less. Comparing Vig to the Destiny 1 exotics that roamed the crucible back in the day... calling for Vig to get a nerf is hilarious. Vig is what this game needed, something that sped the game up that wasn't the boring meta of Uriels and Last Hope or MIDA... Vig makes them second guess an engagement and if they should press forward or wait. Like in the days of Destiny 1, when you had a player who was stomping with a god roll Clever Dragon... do you approach or back off, or wait till you have back up to push in to get him out of his spot. This game needed a faster kill time with weapons- the fact that exotics are going to be balanced around the kill time of Vig- as well other weapons later after... is a good thing. This game needs a faster kill time, Vigilance Wing right now is a reminder of what it used to be like. For everyone, this is what we wanted- a TTK that makes the game fun. Soon all weapons will have a faster TTK, just like the good ol' days. It's time to accept that, and remember... Exotics are meant to be that... exotic. Powerful weapons... weapons that earned the right to be exotic. Destiny 1 had arm loads of guns that did just that- Red Death, Thorn, Last Word, Suros, Ice Breaker, Truth, Necro, Vex Mythos and Hawkmoon. Even after the nerfs those weapons were still complained about being to OP and powerful- but they made the game fun because there were other choices that could compete with them. Calling Vigilance Wing OP as it is... by Destiny 2 standards until the Exotic weapon update and the future weapon update... yeah, it's OP right now. Compared to Destiny 1? It's a droplet in an ocean. And that ocean is going to consume the lake that is Destiny 2 soon and bring back what players wanted for the Crucible. A TTK that isn't the pace of a snail- Vig offers that for now until the Exotic update hits and buffs other exotics to compete with it. Accept it now, cause it's happening.
