I like the idea of random rolls. However, the problem then is that not everyone will get the roll they want while others get "God rolls" they won't even use. So, provided every perk is actually competitive and has some use so it can apply to a specific play style, why not let say Banshee be a medium for players to trade weapons? Or maybe put them up for sale for other players to bid on? Maybe big with a weapin of their own or legendary shards? We'd get good use for our 2,000 shards and good ol' Banshee.
