They mentioned there was a bug in the last rally that prevented them from spawning. I guess they never fixed it.

I have found them in previous rally. Well Im keep searching. Strangely sometimes Rally scannables not in a Lost Sector but in some hidden open world place. Good example one in Giant's Scar on Io.
