How many characters do you have? All the pledges have to be on the same character, so if you've done all three factions, but spread out across multiple characters, it won't work. The previous rally was the first time I had a character that had pledged to all three factions, and between that rally and the current one, I've gotten PBC five or six times (at least three of which were masterworks).
