I'm going to update to the latest driver (I've been on the previous) and try it out. Did you uninstall your previous driver before installing the current one? That causes problems sometimes.
Another thought is that maybe the window is losing focus, so the game isn't rendering as many frames. You could try Alt+Tabbing in and out and see if that works.
You should also try to put your game into Fullscreen mode instead of Windowed Fullscreen.

If it's the GPU driver, I've tried several versions. Even the version that worked before.

I was talking about the GPU driver but that doesn't seem to be the problem from what you've said about you installing different versions. Have you tried the going Fullscreen instead of Borderless Fullscreen yet?

Switching to the various display options with the mouse actually drops the framerate back down to 30-40 fps. I use the controller again and it goes back to 60fps.

Try the Alt-Tabbing.

When going from full screen to windowed fullscreen it goes to 30. Alt tabbing to the Destiny 2 window does nothing to the frames unless I use the controller.
