Hello,
The faction consumables definition on the Ghost Shell means all tokens not just faction rally tokens. Unfortunately the chance for a extra 1 token is random not guaranteed.

Well evidently the chance of anything dropping from this ghost or any other with the same description is less than 1% which makes it basically pointless to even have equipped.

even if it is 1%, you have to remember that the chances are for each open, it does not mean for every 100 chest you are guaranteed an extra drop. That 100 sided die would be cast each time

I know that man. I’m not stupid. I’m stating these ghosts are pointless for an item that should have a better drop rate. It’s not gold.
