Alright, so you might be thinking, "Of course I know how to buy a REQ pack, it's easy!"
It's actually not that simple. From what I've been seeing on bnet is that many people don't know how the system works! Too many times have I seen people say that they can't get any good things out of gold packs when they're early on in the game. [b]You must start with bronze packs, and work your way up to gold.[/b] Here is what the individual packs will give you:
[b]Bronze[/b] (1,250 points): 1 permanent unlock from [u]Common--> Uncommon[/u] REQs (not guaranteed)
[b]Silver[/b] (5,000 points): 2 permanent unlocks from [u]Common--> Rare[/u] REQs
[b]Gold[/b] (10,000 points): 2 permanent unlocks from [u]Uncommon--> Legendary[/u] REQs
Rarity levels are Common-->Uncommon-->Rare-->Ultra Rare-->Legendary
Do you see how large of a pool gold packs pick REQs from? This is why you would get things like uncommon ARs or a Tundra Warthog from a gold pack. It really is a HUGE waste of time and effort to only go for the gold when you could be quickly knocking these things out with a bronze pack, which you'll usually be able to purchase after one game of Warzone/Warzone Assault.
With this information, here's one of the most effective ways I've found to use your REQ points when you're going for ultra rare/legendary REQs:
1. Buy bronze packs until you unlock all of the common and uncommon REQs (Loadout, power weapons, vehicles, armor).
2. Move up to silver packs to knock out any uncommon REQs you may have missed, and all of the rare REQs.
3. At this point, you're [i]golden[/i]. Keep buying gold packs until you've gotten 100% in everything and have at least 50 Nornfangs.
Hopefully I've covered everything, feel free to add to the post/make suggestions if you like. Note that you don't have to exactly follow that method. That's just the one I've been using which has worked out well for me for a while now.
TL;DR - Don't waste all of your REQ points on gold packs right away. Work your way up from bronze, to silver, and finally up to gold so you would have a higher chance of receiving good items.

Hey, so me and my roomie have been debating these methods and I found something that noone here has mentioned. If you skip bronze and silver, and just hit gold, then early on you get ultra rare and legend perm reqs, and all of your packages you get will have those drops coming out of them. I have only gotten gold packs and I have stacks of 60ish of many of my ultra-rare legendary items, where as in my roomie, who went bronze then silver then gold, very very rarely gets ultra rare/legend non-perms. Also, all of the silver packs that get thrown my way for doing in game things are full of uncommon and rate items, very rarely common items, and his are usually half or more common. If you don't care about completing your checklist, but just want your packages to drop awesome things, and not tons of crappy commons, it may be better to skip bronze and silver packs and just rush gold.
