Add Masterworks as Faction Rally rewards.
- Make the winning weapon - the one you can buy at a big discount if you are in the faction - a GUARANTEED Masterwork. Maybe even a guaranteed Power upgrade.
- Make the rewards from faction engrams have a high chance of dropping as Masterworks. This will actually justify the engram cap.
Boom. Faction Rallies are now worth it without changing much at all.
