Just curious, why throttle at all? With faction rallies being so few and far between, wouldn't it benefit the player base to give hem incentive to grind out as much as they can before the faction reset? If I remember correctly it's only a week long anyways and it gives the community an incentive to really grind. I'm not speaking of exploits etc, I'm only speaking to the point of the cool down between chests.
