D2 should have 4 weapon slots.
It should be a progression from D1.
Right now it is a regression from D1.

Not at all. It's still the same but some improvements happened. Kinetic weapons actually has a purpose (vs non shielded) and energy weapons has it's uses (vs shielded). It's overall a progression.

D1 is much better..the primary that has burn can only be acquired from raid. It act like kinetic and energy D2 basicaly just dual primaries
