I think the D2 weapon system was put into place for two primary (punny guy) reasons:
1. To lazily band-aid the weapons balancing issues in PvP
2. To mask the poor PvE enemy mechanics
Because if you don't have access to powerful weapons, then they're balanced amirite? And if your team of randoms doesn't save their abilities and power ammo for appropriate times, then bullet-sponge boss mechanics are challenging amirite?
Lol. It just makes for boring play across the board. Rarely any fun or memorable moments in either PvP or PvE...just meh.
"Yeah, me and my mate, we downed that guy so hard with our noodle guns! Even though he probably had double our KDR in D1, we still shit on him good!"

For example, I see absolutely no skill in one shot kill weapons being secondary weapons. Or having someone I’ve been shooting turn around and stick in the face with a grenade. How about high intelligence build so, you always have your super to launch when you see me. Now I’ve killed two guardians at once a few times in the crucible. My individual skill could have been the reason for that or, they could’ve just sucked. This could be applied to anytime you kill someone in D1. So, you could make the argument that D2 takes more individual skill because, wiping out whole teams on your own is more difficult. But I have seen it happen. Maybe some people aren’t good enough without the crutch of one hit kills.

It feels like an inside job at this point, bungie designers can't possibly be this incompetent. I can't comprehend how they set out to create a MLG-friendly game, but the finished product is about exciting to watch as chess. This is what happens when scrubs complain in D1 that they can't get a kill with an autorifle. Like yeah, no shit, the gun takes zero skill to use so you should get outgunned by weapons that have a higher skill gap. Why water down the game when there's SBMM anyway?
