No Bungie never promised free DLCs paid by eververse purchases. They promised free live events.

Even if you were right, the dawning revolves around eververse. Of eververse and all its items were taken out of the game, than the dawning would only be mayhem and snowballs.

I am right. And last I checked, mayhem and snowballs are free content beyond the base game. Adjust your expectations.
