Where did you get the "reduce rates by 65%" from?
And

65% seems way too high, maybe 6.5%

It's a number I estimated based off stats people are tracking drop percentages with. For example, if the current drop rate for an exotic in a public event 3 weeks ago was 8% and Bungie cut the rate by 65% it would drop that chance to 5%. Not a super noticible # but some may pick up on it...i did and they stated they dropped the chances in a statement. Just didn't disclose details. Ok now add a 3oC which they say adds a 50% increase. So now 5% becomes 7% with a coin on and 5% without. This is, in theory, where that data is validated and why people are reporting an actual decrease in their statistics.

Ok, I missed their post about them dropping the rate. However the amount of people and data points you need to get an acurate distrobution is very big.
