I think they are doing the same blizzard did early on in some games where they left the worst alone but kept them on their trackers in order to catch more. For example people who are likely to cheat will always do so at some time so its better to have bait out there so they leave a few obvious boost sellers alone for some time and catch some of their associated prey a week or so after they are done and after some time they take care of the nest. If they where to act right away on all cheaters the cheaters would learn whats dangerous and avoid it getting smarter and smarter but like this the cheaters aid them in catching their cheating brethren ^^ Someone i know used to cheat his way through in leviathan through the hole in a wall, 3 weeks later he and the ones he guided to follow him all got the hammer, you may say the others are innocent and just followed but they knew full well that is was an exploit. Sure he may not agree with me on that he deserved his ban but he knows i speak my mind so nothing to do there he just got a new acc and started over from scratch with a healthy dosis of fear from breaking rules ^^
