[PC] FPS drop to 30 when in Windowed/Borderless/Windowed Fullscreen

i7 4790k (Z97) 16GB RAM GTX 980 SSD When running in any mode other than Fullscreen, (i.e. Windowed, Borderless Windowed, Fullscreen Windowed), occasionally, the FPS will drop to 30 (locked). This only started happening after the Curse of Osiris update. I suspect the game thinks it is losing "focus" to another task/window and then drops the FPS to 30 to conserve power/resources; however, all in-game controls function as normal during this drop to 30FPS. Please let me know if you need any more information.

    Experiencing same issue, though for me it started before CoO. This is a great description of the issue. My hardware: 6600K GTX 1070 Playing off SSD 16gb ram] ***Edit*** I'm running a two monitor plus TV set-up with the TV and secondary monitor mirrored. Disabling the TV as an output APPEARS to solve the problem, but isn't a great solution since the issue still appears to be losing game focus. Hitting the inventory or director view appears to be a trigger for the 30 fps drop, perhaps because it makes the cursor available?

    • So this does happen if the game is NOT active. E.g if your mouse is on the other screen, click the icon for the game in task bar or alternative click your mouse onto the game screen. This SHOULD unlock the FPS if VSYNC is definitely off. I do have the same problem, if I am using another program on a different screen but also playing Destiny, I just click on the Destiny icon in task bar to unlock the FPS again.
