Destination/Activity: In free roam e.g doing patrols, public events and lost sectors. Also in every other activity but to a much less extent.
Description: After playing in the open world for a few minutes the game begins to micro stutter, the FPS counter will read 120 for example but gameplay will look more like 50 FPS. After playing for about 15-20 minutes the micro stutter turns into full on stuttering and despite the FPS counter being high gameplay looks like 30 FPS. Doing public events seems to accelerate the issue and make it worse. Micro stutter also happens in all other activity's but never gets worse like it does during free roam. There is also degrading FPS, over time I lose about 10-15 FPS never more then that but still noticeable, as well as a bug with a 1000hz mouse when looking around will cause FPS to randomly drop causing a freeze for a second.
Here is some videos of the issue.

^ this isn't my PC it is someone else who is experiencing the same issue as well and this is pre CoO. This is his post https://www.bungie.net/en/Forums/Post/239468252?sort=0&page=0
The next two videos are from my PC pre CoO

This last one is post CoO and you can see that the issue is still the same

^ that is a good example of what micro stutter looks like when the issue begins, and this is what it looks like when it turns into full stuttering https://www.testufo.com/stutter#demo=stuttering&foreground=ffffff&background=000000&pps=720
The things I've tried to solve this are the following
Repairing my game through battlenet launcher
Deleting my CVARS file
Reinstalling Destiny 2 on a HDD and my SSD
Trying different versions of windows 10, 1709, 1703 and 1607
Trying different Nvidia drivers 385.12 and everything in between that to 388.43, this was done with DDU and clean installed the drivers every time
Dozens of different settings in nvidia control panel and nvidia profile inspector e.g vsync and gsync settings as well as anything else graphically
Doing a clean boot with only windows programs enabled, only things running where the game and battlenet
Trying a different 1080 ti and different ram
Trying 2 different monitors
I've tried even more stuff then that but I've tested so many things I forgot a few, none the less everything I've tried to do to fix this hasn't helped one bit.
Its been well over a month since release and this issue still hasn't been fixed, at least an answer would be appreciated so I have some hope that this will one day be a playable game.

I'm still having the same issues as you :( Bungie doesn't seem to care.
