Don't have the DLC on any XBL account besides the one that bought it, even on the same console

Bought the DLC on XB1, but only the account the DLC was purchased under has access to mercury. The other ones still just have the cinematic option in the director.

Digital Rights Management (DRM) features that may allow accounts access to content owned by another account, are console features. As such, Bungie does not have troubleshooting for DRM features - you should contact your console manufacturer for DRM questions.

Have you tried signing in the primary account that owns the dlc and the secondary Account that wish's to play destiny 2 and the dlc AT the same time on the same Console?

Bungie do not support game sharing. If it's not working then you'll have to contact your consoles support.
