If Bungie were really smart, I mean really, really smart, here's what they would do:
Give away Curse of Osiris for free as a good-will gesture. Comp it. Most people who bought the game already paid for the season pass, give those folks a 1/2 price credit on whatever the 3rd expansion is going to be. Everyone should get Curse of Osiris for free.
Then, and only then, would we start looking at the QoL improvements and see if they're actually improving the QoL.

Yes, and the contract is to deliver content. It doesn't stipulate the asking price. If you recall, the April update was free so there is precedent. They can give away CoO or watch their user base shrink to nothing.

The April Update was also not planned as a paid DLC.
