They did say XP rewards were changing. This is the change.
Also note they clearly indicate an intent to change this over time. Be patient.

I understand what you mean but they said they were going to be completely transparent on their changes and they said nothing about the increase in cost of Bright Engrams just that they were changing the exp gains. At this point it takes way more grinding of all events to get Bright Engrams. It takes about 10+ public events to get one and they failed to tell anyone.
