Technically you could. You see they built the geometry of the mountain so it was actually solid ground that you could go to IF they didnt put a barrier there. Not an excuse for the lie but I can see where they were coming from.

They really never lied at all. They were just misleading with their words. “We would like all of that to be playable terrain someday.” Unless you’re talking about the “See that mountain over there” quote that has nothing to do with Destiny.
